I believe that they made civilian rounds too but i could be wrong. it just peaked my interest b/c it was competing with the 57 round

I think your right. They do make some civilian legal ammo, but the ammo that would make a 9mm outperform the 5.7x28mm is not one of them.

The separation of a sub-caliber penetrator out a sabot provides a high reliability to penetrate CRISAT body armor out a short barrel form a pocket pistol. Different hardened steel penetrator heads can be used from a diameter of 6 mm to 7.55 mm.
