Audit: ATF Has 'Serious' Weaknesses' in Controls

Wednesday, September 17, 2008

WASHINGTON — The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has sufficient controls over its explosives but serious weaknesses in its controls over weapons, laptop computers and ammunition, according to an audit by the Inspector General's office.

The audit report found that 76 ATF weapons and 418 laptops were lost, stolen or missing over five years until 2007.

The rate of loss per month for weapons has nearly tripled and risen dramatically for laptops since a 2002 audit by the Department of Treasury which was overseeing the ATF then.

ATF officials said the higher rate of laptop losses resulted primarily from adjustments ATF made to its inventory records to correct inaccurate data. But the report says that explanation lacks sufficient evidence.

The report found 53 percent of the weapons missing appeared to have resulted from the carelessness of employees or failure to follow ATF policy.

The ATF's rate for missing weapons and laptops was significantly higher than that of the FBI and the DEA, the report said.

"It is especially troubling that the ATF's rate of loss for weapons was nearly double that of the FBI and DEA, and that the ATF did not even know whether most of its lost, stolen, or missing laptop computers contained sensitive or classified information," the report stated.

This kind of crap drives me nuts. losing ONE of these items should be reason for termination. They are "assigned" to someone aren't they? If that person cannot produce that item on request either take it out of their pay or fire them. This is nothing but theft by government employees and once again they are not held responsible for thier actions.

This country will never get out of the messes we are in if we don't start holding people accountable. The people in charge of these department need long prison sentences and huge fines.

I wonder if they thought to issue no knock search warrents on these officers that lost their weapons and shoot their dogs while conducting those searches. Nothing like having your dog shot in your home to make you more responsible with your weapon.

Put them ATF fellows in a Marine Corps basic and let a Gunny explain the loss of a weapon. Bet they won't lose another. :-D
