The adapter with the ACR stock does lock when folded. I have one and it uses spring tension and plastic locking tabs to do the job. as far as the cheek rest being too low I have no problem with my Vortex PST with ADM mount. Other than the stinking hook not digging into my cheek and the more gradual slope on the cheek rest I don't believe this stock is worth the money.
