Essentially the baffles are used to attenuate the velocity of the gas before it exits the can - making the gas travels a longer path before it exits into the atmosphere. By then it woud've slowed down enough to reduce the noise of the muzzle blast.

The silencers are called that not because they truly silence the shooting. They're called "silencers" because the inventor, Hiram P. Maxim called them "silencers".
