That is because they are AP ammo and Elite got raided for making pistol ammunition that was AP without a FFL. You need a special FFL and stamp to make AP ammo..

Really news to me we had an FFL and did nothing wrong hence the reason the settles with us, PAID me and gave us a clean bill of health.
